One afternoon when we were down at Smith Reef, my mask kept leaking and I was unable to stay out in the water, it was too annoying. I swam in and laid on the beach while John swam further out and down the beach. While snorkeling, he came upon these divers.
Divers who were capturing tropical fish, which is totally illegal if they didn't have a license...we decided they probably didn't and were selling them on the black market.
